Agentic artificial intelligence opens a new phase for Public Administration: not only the automation of processes, but the creation of intelligent environments capable of supporting people in their daily work throughout their entire professional lifecycle. The panel presents the vision of the Department of Public Administration of the Presidency of the Council of Ministers on the use of intelligent agents in managing public human capital, starting from a crucial area: the onboarding of new employees and staff in mobility. Entering public administration is the moment when a person comes into contact with processes, skills, responsibilities, professional communities, and the sense of public service. From this perspective, agents can support people in navigating processes, accessing internal knowledge, understanding procedures, assessing entry-level skills, activating personalized training pathways, and connecting with tutors, experts, and similar profiles. The goal is to make onboarding more scalable, consistent, and personalized, without replacing the human role and the responsibility of public institutions. The panel also explores the vision of an agentic ecosystem for public administration: modular, secure, and interoperable solutions capable of supporting not only onboarding, but also training, internal mobility, performance, attractiveness, and knowledge transfer. A new infrastructure to strengthen administrative capacity and make institutional knowledge more accessible. At the core remains an institutional choice: using AI to augment people, not to reduce them to process endpoints; to strengthen skills, responsibility, and organizational quality.
